Resumen
Introducir el sistema catastral multipropósito
en Colombia es una oportunidad histórica para
trascender el catastro tradicional que solo tiene un
uso fiscal municipal. Se trata de construir de cerca
al territorio y a los ciudadanos una información
que contribuya a garantizar la seguridad jurídica
de la propiedad, y a hacer transparente los
derechos y deberes que se establecen sobre
la misma. Además, éste debe ser el soporte
insustituible para la toma de decisiones públicas.
La propuesta incluye desarrollar el catastro de
manera desconcentrada y, en esa medida, darle
el soporte de la institucionalidad requerido y
el reconocimiento como una herramienta que
aporte información sobre el territorio a los
ciudadanos y al Estado en todos sus niveles,
que sirva de soporte para el ordenamiento del
territorio, el aprovechamiento productivo de
la tierra, la restitución y formalización de los
derechos de propiedad y el manejo o reducción de
la conflictividad por el uso del suelo, entre otros
aspectos. Más allá de la resistencia al cambio del
que son sujetas las instituciones, este es el gran
reto que debemos superar.

Abstract
Introducing the multipurpose cadastral system in
Colombia is a historic opportunity to go beyond
the traditional cadaster, which is now only used
as a municipal fiscal tool. The idea is to build
this information in a way that brings it closer
to the territories and to the people, so that it
contributes towards legal security for property
rights, and makes the rights and responsibilities
involved transparent for all. In addition, it must
become the irreplaceable tool for public decisionmaking.
This proposal includes developing the
cadaster in a decentralized manner, and, to that
end, give it the required institutional support, and
the proper recognition as a tool that provides
territorial information to citizens and the State at
all levels, which will serve as support for land-use
planning, productive land use, the restitution
and formalization of property rights, and the
management or reduction of conflicts over land
use, among other aspects. Beyond the resistance
to change that institutions are subject to, this is a
great challenge that we must overcome.
